Scarecrow and The Mad Hatter are referencing the end of 'Riddler's Reform' when the Riddler's plan to kill Batman ended in failure and the episode ended with Riddler screaming 'HOW DID HE DO IT!!??'

So the Riddler's been seriously pissed off and sulking for the past week.

And now he's taking it out on poor Kimmy.
